The History of Mosman
Carolyn Corrigan has been serving as the mayor of Mosman Council since September 9, 2017, representing the Serving Mosman independent political group. Mosman’s history as a local government area traces back to its incorporation in 1867 as the “Mossmans Ward” within the Municipality of St Leonards. This arrangement persisted until 1890 when the boroughs of Victoria, St Leonards, and East St Leonards merged to form the Borough of North Sydney, with the Mosman ward renamed as the “Mossman Ward”.
Responding to a petition by residents in 1892, the ward was officially separated as the Borough of Mosman on April 11, 1893, under the proclamation of Lieutenant-Governor Sir Frederick Darley. The first council, consisting of nine members, was elected on June 9, 1893, with Richard Hayes Harnett Jr. serving as the inaugural mayor.
Following the passage of the Local Government Act, 1906, on December 28, 1906, the council was renamed as the “Municipality of Mosman”. Subsequently, under the Local Government Act, 1993, the Municipality of Mosman was officially renamed Mosman Council, with aldermen rebranded as councillors.
In 2015, a review of local government boundaries by the NSW Government Independent Pricing and Regulatory Tribunal recommended the potential merger of the Municipality of Mosman with adjoining councils. However, in July 2017, the Berejiklian government opted to abandon the proposed forced merger of the North Sydney, Willoughby, and Mosman local government areas, among other proposed amalgamations.
