The History of Manly

The history of Manly Council reflects the development and evolution of the Northern Beaches region of Sydney, Australia.

Established in 1877 as the Municipal District of Manly, it was one of the earliest local government authorities in the area. Thomas Rowe served as its first mayor, marking the beginning of a long history of civic leadership in the region. Initially meeting in temporary premises, including the original Ivanhoe Hotel, the council eventually moved to Llangollen, the former mansion of William Howard Rolfe, as its permanent chambers in 1909.

Manly Council’s jurisdiction was significant, encompassing the entirety of the Northern Beaches until the proclamation of Warringah Shire in 1906. Over the years, the council adapted to changes in governance and administration, petitioning for alterations such as the abolition of wards in 1909 and seeking city status in 1927, albeit unsuccessfully.

The council faced challenges and controversies, such as the conviction of seven aldermen in 1918 for accepting free ferry passes, which temporarily paralyzed its operations due to a lack of quorum. However, this decision was later overturned on appeal.

Throughout its history, Manly Council played a crucial role in the development and management of the region, overseeing infrastructure projects like the construction of a purpose-built town hall in the Neo-Georgian style, completed in 1937.

The council’s transformation into Manly Council in 1993, aligning with changes in the Local Government Act, marked another milestone in its history, reflecting broader shifts in governance terminology and structure.

Ultimately, the amalgamation of Manly Council into the Northern Beaches Council in 2016 signaled the end of its independent existence, as it merged with neighboring authorities to form a larger, more consolidated local government entity.
